its an arin number, and arin is the people who assign ip’s to the world.
it’s a number required for bgp. instead of hop counts, as with traditional interior routing protocols, bgp determines best path on how many as’s, or autonomous systems, a packet must pass. the shortest ‘as path’ is the chosen path, unless local preferences, route maps, or other weights are in place to alter that judgement. such weights are useful if your multihomed connections are not of the same bandwidth.
